Support offered to businesses ahead of new EU customs changes
Simpex Express is offering support to firms ahead of forthcoming changes to EU customs protocols.
From 1 September 2025, all goods entering the EU will be subject to new Safety and Security requirements under the EU’s Import Control System 2 (ICS2), alongside additional obligations for goods moving through France.
These changes will affect hauliers, carriers, exporters, and importers across all sectors.
ICS2 replaces the current ICS1 system and introduces a more rigorous set of pre-arrival requirements. Carriers and hauliers must now hold a valid EU EORI number, declarations must be submitted before arrival, and provide over 20 additional data elements.
These rules apply to all transport modes, including road, rail, sea, and air.
Simon Beechener, managing director of Simpex Express, explains: “If you’re transporting commercial goods, household effects, or shipments under ATA Carnet, ICS2 will apply. The only exemption is for empty vehicles.
“If your business hasn’t previously needed to complete these declarations, now is the time to appoint a customs agent, use a carrier with in-house customs capabilities, or invest in compliant systems and staff training.
“Our customs infrastructure – with UK and French offices – ensures we can support clients on both sides of the border.”
Alongside ICS2, France is launching the Envelope Logistique Obligatoire (ELO) – a new digital system for submitting customs documentation. From September, ferry and train operators will no longer scan paper documents at departure points.
Instead, all declarations, including ICS2, must be compiled into the ELO and submitted electronically in advance by a customs representative.
Simpex Express, in partnership with its customs specialist sister company Samphire Cargo, is helping UK businesses prepare for these changes.
With customs offices in both Dover and Lesquin (France), Samphire is ready for ICS2 and the new French ELO system.
